2015 Nunn-Perry Award Recipients: Lockheed Martin MST and Crowley Fabricating and Machining Co. Incorporated

On June 2, 2016, the Department of Defense (DOD) Office of Small Business Programs (OSBP) hosted the Mentor-Protégé Program 2015 Nunn-Perry Awards Ceremony. This annual ceremony celebrates outstanding Mentor-Protégé Agreements (MPA) that have demonstrated an exceptional increase in the Protégés’ employee base, business development, technology transfer, facility enhancements and revenue growth. During this ceremony, Mentors and Protégés are further recognized for their ability to build the defense industry base through the Mentor’s efforts to assist the Protégé to obtain federal and commercial contracts that will ultimately provide benefit to our nation’s warfighters.

Among the ten teams awarded the prestigious Nunn-Perry Award, the Department of the Navy (DON) OSBP proudly congratulated its own Award Recipients; the Mentor, Lockheed Martin Mission Systems & Training (Lockheed Martin), and the Protégé, Crowley Fabricating and Machining Co., Inc. (Crowley).

Crowley is a Service Disabled Veteran-Owned Small Business (SDVOSB) that was founded in 1985 and has three locations in Endicott and Johnson City, NY. It provides affordable and innovative machined parts, metal stamping, Computer Numerical Control (CNC) milling and turning, water jet cutting, and sheet metal fabricating and assembly. Over the course of more than three years under the auspices of this Mentor Protégé Agreement, Lockheed Martin and Crowley demonstrated how such agreements could assist small businesses overcome significant obstacles.  While facing tremendous odds, such as declining business volumes, factory consolidations and transitions, and the Government Sequestration in 2013, Lockheed Martin ensured that Crowley was still able to maintain the MPA objectives by achieving both ISO9001 and AS9100 certifications, entrance into Mainstream Inert Grinding (MIG), Tungsten Inert Gas (TIG) spot welding, CNC press brake, sheet metal fabricating expansion, developing Coordinate Measuring Machine (CMM) techniques and efficiencies, improving Crowley’s cyber security, and applying JobBOSS Material Requirements Planning (MRP) system performance improvements and productivity enhancements.  The return on investment of this MPA is clear; Crowley has become a reliable and continuous source of quality machined parts that support MH-60R Helicopter program that will benefit the Warfighter for the life of the aircraft.  Crowley is one of the first Service Disabled Veteran Owned Small Businesses to achieve a “green” cyber security compliance rating in accordance with the latest Defense Federal Acquisition Regulation (DFAR) and other regulations, which will ultimately assure product trade secrets and innovations are suitably protected.

The success and achievements of this Mentor-Protégé Agreement were made possible by the remarkable mentorship and tireless efforts of Lockheed Martin as well as the tremendous dedication and ingenuity of Crowley.
